Here’s the Public Works Report from the McPherson City Commission meeting on Jan. 22, 2018:
*Engineering: Bridge Inspections 2018*
Motion to approve hiring Earles Engineering to complete the 2018 Bridge Inspections for a cost not to exceed $3,080.00 and authorize the Mayor to sign the contract.
Bridge inspections are required every two years. They are required in 2018. I received a quote from Earles Engineering, Salina Kansas, to complete the inspections of 20 bridges @ $154.00/bridge, for a total cost of $3,080.00. This is the same cost as the 2016 bridge inspections. This contract has been approved by the City Attorney.
*Engineering: Federal Fund Exchange 2018*
Motion to approve the supplemental agreement reflecting the modifications to the Federal Fund Exchange Program and authorize the Mayor and City Clerk to sign the agreement.
I received notification that KDOT has not yet received our full allotment of federal funds for Federal Fiscal Year 2018. They have sent out this supplemental agreement with anticipation of the distribution being made as soon as they are available. KDOT is hopeful that this will expedite the process.
The Supplemental Agreement states that the City wants to exchange all Federal funds available to the City for State funds. It takes the option of banking funds out and it also does not specify the exchange rate. In past years the exchange rate has been $.90/ on the dollar. From earlier talks with KDOT, the new expected exchange rate will be $.75/1.00. The supplemental agreement has been approved by the City Attorney.
Just as a reminder, Federal Exchange dollars can be spent on projects such as:
* Roadway Construction, reconstruction or rehabilitation
* Pavement Preservation
* Purchase of aggregate
* Safety Improvements
* Installation of erosion protection measures in roadside ditches and around drainage structures.
* Construction or reconstruction of sidewalks, ADA ramps or pedestrian signals
* Replacement of deteriorated curb and gutter
* Storm sewer repairs
* Bridge painting
* Bridge removal
* Construction of low water crossings
Exchanging our Federal funds' allotment for State funds allows us to spend money on a wider variety of projects with fewer constraints.
*Ordinance No. 3262 (ROW Boring Permit)*
Motion to approve Ordinance 3262, AN ORDINANCE OF THE CITY OF MCPHERSON, KANSAS ADDING A SECTION TO CHAPTER 70, ARTICLE I, SECTION 70-7 OF THE CODE OF THE CITY OF MCPHERSON, KANSAS RELATING TO RIGHT OF WAY PERMITS, and authorize the Mayor and City Clerk to sign.
We have written an ordinance regarding Right of Way Permits. We have recently had three incidents come to light where a contractor boring on City property has damaged sewer lines. Of the three incidents, only one was discovered immediately. This fee covers the expenses associated with TV-ing the City sewer mains in the vicinity of the underground bore. If damage occurs, we will hold the permittee responsible for any damage. This Ordinance has been approved by the City Attorney.
