Street Department: Purchase of a Motor Grader (Foley Tractor)

Motion to approve the purchase of a Caterpillar Model 120M2AWD motor grader from Foley Equipment, Salina, KS, for a cost not to exceed $237,989.00 and to dispose of the old motor grader and snow plow through Purple Wave.

Our current motor grader is a 1980 Caterpillar and is past its useful life.  We have looked at several used options, and two new options.  We feel the Caterpillar Model 120M1AWD Motor Grader from Foley Equipment for $237,989 is the best option.  Foley Tractor has quoted us a government discount of id="mce_marker"22,00 which is reflected in the final cost of $237,989.  They offered $10,000 for a trade in.  We feel we can do better selling our old grader & snow plow on Purple Wave.

We found once again, we can purchase a new motor grader with a government discount cheaper than a used one.

The Street Department equipment fund balance is adequate to make this purchase.

Street Department: 10' Snow Pusher Attachment

Motion to approve the purchase of a 10-foot push blade for the skid steer from Bobcat of Salina for a cost not to exceed $2,587.80.

The skid steer is utilized in parking lots and the parking deck to remove snow.  The skid steer works better in tight places.   A push blade for the skid steer would be more efficient than the bucket.  We received a quote from Bobcat of Salina for a 10' Snow Pusher for $2,587.80.

Street Department: West Alley at 300 Block of South Main

Motion to approve the removal of the concrete alley in the 300 block of S. Main (west side) and replace with millings for a cost not to exceed $1,400.00, for materials only.

We received a complaint about the condition of the alley in the 300 block of South Main on the west side.  The alley condition is beyond repair.  We propose to remove the concrete and replace it with packed millings.  When the alley is replaced with millings, we will be able to maintain it.  We put together an estimate in the amount of $1,400 for materials only.  

Street Department: Replacement of the Mini Excavator (Bobcat of Salina)

Motion to roll out and trade up the Bobcat E35i mini excavator for a Bobcat E42 mini excavator through Bobcat of Salina, for a cost not to exceed $11,743.00.

As discussed in study session, we would like to replace the E35i Mini-Excavator with an E-42 Mini-Excavator.  The E-42 is physically the same size, but has more horse power.  The additional horsepower will be beneficial when using the flail mower, and for concrete removal. We received a quote from Bobcat of Salina in the amount of $11,743.00.

Street Department: Resignation of Don Bickford

Motion to accept the resignation of Don Bickford, Equipment Operator I for the Street Department, effective February 14, 2019, and permission to start the hiring process for an Operator in Training.

We received a resignation from Don Bickford, Equipment Operator I at the Street Department, his last day will be February 14, 2019.  

WWTP: Farm Management Fees for Dennis Friesen for 2018

Motion to approve payment to Dennis Friesen for 2018 farm management fees for an amount not to exceed $2,137.23.

Dennis Friesen manages our bio-solids land application program for the Waste Water Treatment Plant.  His fees are 5% of the gross brome sales.  The 2018 farm management fee is $2,137.23.  Total Gross Sales for 2018 is $43,971.03. Total costs for 2018 is $16,431.34, which yielded profit of $27,539.69.  A total of 429 bales were produced.  

The last 5-year average profit is $18,910.6 and average bales is 781.

Our yield was down and our profit was up.  This was caused by a couple of things.  We had carry over bales from 2017.  All of the bales were sold before the end of 2017 but they were not paid for until they were hauled out in 2018.  With the shortage of hay in this area, the price/ton was higher than usual in 2018. 

Access Agreement (Larson and Associates) Environmental Investigation

Motion to allow Larson and Associates to conduct an environmental investigation in the public ROW associated with underground storage tanks near 100 S. Maple (201 W. Kansas) and authorize the Mayor to sign the Access Agreement.

We have a request from Larson and Associates to install monitoring wells near 100 S Maple in the ROW.  The monitoring wells are part of an environmental investigation that KDHE has contracted with Larson and Associates to conduct regarding underground storage tanks in that location.  The wells will be placed along Kansas Avenue between Maple and Walnut and in ROW along Maple Street between Kansas Avenue and Elizabeth Street.

Railroad Crossing Agreement: Maxwell Street Crossing

Motion to approve the attached Agreement No. 006193003 for Project No. 59 X-3051-01 and DOT No. 010495F between the Kansas and Oklahoma Railroad Company, the City of McPherson, and the Secretary of Transportation, providing for the installation of railway-highway crossing signals, flashing light cantilever type and gates at a grade crossing on Maxwell Street, in the City of McPherson, and authorize the Mayor to sign the Agreement.

We received an agreement to put gates at the Maxwell crossing.  The agreement  requires the City to install and maintain advanced warning.  We install and maintain advanced warning on all RR crossings anyway.  They are asking for a resolution authorizing the Mayor to sign the agreement. This agreement has been reviewed and approved by the City Attorney.

Resolution authorizing the updating and installation of railway-highway crossing signals and related work on Maxwell Street – Resolution No. 19-04

Motion to adopt Resolution #19-04, A RESOLUTION AUTHORIZING THE UPDATING AND INSTALLATION OF RAILWAY-HIGHWAY CROSSING SIGNALS AND RELATED WORK ON MAXWELL STREET IN THE CITY OF MCPHERSON, KANSAS, AND EXECUTION OF RELATED DOCUMENTS, and authorize the Mayor to sign the Resolution.

The Commission needs to consider approval of Resolution No. 19-04, A RESOLUTION AUTHORIZING THE UPDATING AND INSTALLATION OF RAILWAY-HIGHWAY CROSSING SIGNALS AND RELATED WORK ON MAXWELL STREET IN THE CITY OF MCPHERSON, KANSAS, AND EXECUTION OF RELATED DOCUMENTS, and authorize the Mayor to sign. This Resolution will allow the Mayor to sign Agreement No. 6193003 with K & O Railroad regarding the installation of crossing signals, flashing light cantilever type and gates at a grade crossing on Maxwell Street.
