Press Release regarding Off Street Parking in McPherson

By City Administrator Nick Gregory
December 12, 2014

On December 8, 2014, the McPherson City Commission passed Ordinance No. 3161 which prohibits parking of any motor vehicle on Front and Side Yards of a residential property unless it is done on an allowable Off-Street Parking Area.

According to the Ordinance, Allowable Off-Street Parking carries several requirements to be legal.

They are as follows:

1. Must have a city approved curb-cut and concrete entrance the length of the allowed curb-cut on the street and the full width of the distance from the curb to the inside edge of the right-of-way. For residences that do not meet this requirement they have until January 1, 2015 to complete this work and have this in place.

2. Residences constructed after January 1, 2015 will be required to have a paved surface for all open off street parking in the front and side yard that shall be graded and paved with an asphalt, asphaltic concrete, concrete or other comparable hard-surfaced, all-weather, dustless material according to specifications of the City Engineer and shall be maintained in good condition.

3. Residences constructed before January 1, 2015 will be required to have either the same paved surface for all open off street parking or be given the option to use gravel or clean asphalt millings approved as to type, depth, and compaction by the City Public Works Director.

4. The ordinance also encompassed an existing regulation that prevents any person from parking a vehicle upon any handicap ramp or access ramp in the City. Parking on these ramp areas is a Class C offense.

By the direction of the McPherson City Commission, the McPherson Police Department will be responsible for the enforcement of these regulations and the adopted fine structure is progressive with initial fines starting at $100.00 plus court costs and going as high as $500.00 plus court costs for 5 or more offenses in a calendar year. There are exceptions for the temporary loading or unloading by a licensed contractor actively engaged during work on the property.
